Chop the onion and bell pepper into a small dice. Grind the garlic into a paste. Shred/thaw the cheeses and drain the beans. Drain the diced chiles carefully.

Brown the beef with some salt.

Add olive oil to the pan and then add the onion, bell pepper, and garlic. Cook through.

Add the beans, seasoning EXCEPT the cayenne pepper, and the diced chiles. Warm through.

Add the cheeses and melt in the pan.

Stir in the amount of cayenne you want and adjust all spices to taste. Serve hot with plenty of tortilla chips.
